Summary

Pin Bun 1.4.4 across the shared toolchain, the tooling repository and the generated cloud setup.
Make bun fmt the only formatter. toolchain.json drops the oxfmt pin and gains a formatter policy (shared printWidth and import groups).
New formatter-policy rule in stll-toolchain-check:
- rejects oxfmt, Prettier, Biome and dprint dependencies, catalog entries, scripts, workflow, hook, Dockerfile and shell commands, and their configuration files;
- rejects a package script named fmt (it would shadow bun fmt) and a changesets format other than false;
- in Bun repositories, requires the shared style in the root bunfig.toml [fmt] table, bun fmt --staged in lefthook pre-commit, and a whole-repository bun fmt --check workflow step.
Tooling moves its formatter configuration into bunfig.toml, removes oxfmt and checks formatting in CI.
bun-types 1.4.4 carries a temporary quarantine exclusion that expires when the normal five-day window admits it.

Notes

The Format patch (temporary) job produces the one-time reformat with Bun 1.4.4 and is removed before merge.
