Review comments at @packages/oxlint-config/src/toolchain-formatter.ts:
- Line 272: Update the ignore-negation handling around `directoryExcluded` so a
negation matching only an ancestor directory does not clear the file-specific
match in `active`; clear it only when the negation also applies to the file. Add
a regression case using the `packages/mcp/src/index.ts` ignore and
`packages/mcp/src/` negation.

The formatter policy now rejects a repository
ignorePatternsentry inbunfig.toml [fmt]that covers a workspace package, sobun fmt --checkcannot silently skip package sources.Workspace packages are the directories of the manifests that the root
workspacesglobs select (array or{ packages }form). A pattern covers a package when, read with ignore-file semantics (a match on the path or any ancestor, anywhere when the pattern has no inner slash), it matches the package manifest orsrc/index.ts. Negations and the shared generated-file patterns are skipped. Patterns for generated or vendored paths inside a package, such aspackages/benchmark/vendor/**, stay allowed, and so do directories outside the workspaces (for examplenpm/platform packages).Tests cover the array and object workspace forms, narrow allowed patterns, and rejected directory, subtree, catch-all, unanchored and source-glob patterns.
