Scope

Correct the post-merge source of truth after PR #7:

  • record develop@1ad663ee07aa5ba72a333f9d2dc1ba3fe981be90
  • record final clean-head typecheck #120 and test #122
  • document the one-time HttpApi runner stall and successful failed-job rerun without gate changes
  • update PLAN, S1-02 evidence, and HANDOFF so the next unique task is S1-03
  • remove all one-shot scripts, workflows, and generated Python cache files

No product code or permanent CI gate changes.

Supersedes PR #8 because its branch name violated AGENTS.md and its clean-up missed a generated .pyc file.
