Remove ReconciliationPublisher and its CheckSummary projection, which had no runtime, composition, provider, requirement or mutation consumer. Retire the check_summary.py proof owner under its exact baseline binding digest, record CI-056 abstraction dispositions and keep the _exact_object copies (ABSTAIN). Provisional owner decisions (2026-10-11): Q1 (a) and Q2 (b).

CI-056 asks for unused abstractions to be checked against real consumers before removal.
