ci: disable upstream-only license-check and code-coverage workflows

Both fail on every PR to this branch and were merged red (migtools#59, migtools#57, migtools#42, migtools#39, migtools#31, migtools#12). tests.yml is kept because its failure is a build error in internal/epoch, not a workflow defect.
