Add mere-boot for local-disk startup with dinit as PID 1: foundational mounts, device coldplug ordering, hostname/sysctl/swap setup, authenticated tty1 login, and authenticated recovery selected from dinit's boot-failure menu. Serial login is an explicit machine option. A minimal login profile exposes Mere's command paths, and shutdown leaves filesystem teardown to dinit after services stop.

Automatic recovery is disabled; the supported menu-based path uses unpatched dinit.

Ordinary services use recipe primitives. Small administrator-owned defaults provide dinit's boot bundle, console-attached recovery, and single-user entry point. The recipe documentation describes system-profile activation, required machine configuration, and optional boot services.

Update mdevd to release 2 with a POSIX service helper, explicit runtime-mount dependencies, early console diagnostics, and synchronous coldplug before local filesystem mounting.

Part of #634 and #633.
