Find filing types within a confirmed existing case - #309

An empty choice on an existing case was reported as not available for the confirmed case instead of naming the document that still needs a type. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Every Organize save fetched the case's filing types from EFSP while holding the draft's row lock, so a slow response (up to the 30 second timeout) blocked other writes to the draft. The fetch now happens first, and the case fingerprint is checked again under the lock. The filing-types endpoint no longer returns a fingerprint the page never read. Existing-case filers can search only the subsequent filing types allowed for their confirmed court/category/type. Each document keeps the ordinary dropdown alongside a dedicated finder, and the post-confirmation checklist links directly to it. The server derives choices from the named draft, checks the case fingerprint, and revalidates each selected type before saving; stale and incompatible selections are rejected.

Focused tests cover verified identity, subsequent-only requests, stale/incompatible rejection, and authoritative labels. All 90 JavaScript tests, the full Python suite, and pre-push checks passed.
