Summary
This PR adds delegated staking consensus support across Wit/2.1 validation, state transitions, rewards, collateral reservations, slashing, exits, snapshots, migrations, RPC, CLI, and wallet reconciliation. It supports validator owner registration, multiple delegators and withdrawers, signed delegation and exit actions, commission updates, and recovery of failed relay operations.
Companion SDK
The client-side implementation is proposed in witnet/witnet-sdk#74.
Verification
Focused delegated-staking fixtures and snapshot/canonical-schedule checks are included; the full Rust suite should run in CI before merge.
