Python 3.7 remains usable with current uv, but uv no longer downloads it automatically. Pin the historical portable distributions and verify downloads and cache hits before extraction. Reject unsupported targets and repair incomplete installations using digest-bound completion receipts. These are official HTTPS intake pins; the historical releases published no checksums.

Windows x64 and Linux x64 exact-head acceptance passed, with 15 gates each: fresh installation, uv 0.12.23 environments, native CPython 3.7 wheel builds, cache repair and offline rebuilds. Full exact-head CI, the 87 scoped tests, formatting, workspace Clippy and build passed.

Local full regression: 4,236 passed, two failed (unoptimized setup timing, also failing serially; an inherited rustup proxy rejected by a path assertion), 128 skipped. Both tests passed in Windows full CI; its only retry was an ImageMagick alias test outside the scoped tests. Organization-owned Rez bundle publication and generic VX consumer integration are tracked separately.
