fix(release): publish MQTT log recovery in 0.11.1 - #35

The MQTT dependency update was merged in a ci-classified PR, so Release Please found no user-facing commits and skipped a release. Description
Release run 38065671197 succeeded but reported "No user facing commits found". The MQTT dependency update was included in ci-classified #33, so it did not trigger a release. This fix commit requests the 0.11.1 patch via the supported Release-As trailer while preserving the CI-only release policy.
