Fix issue where any child launched without
CREATE_NO_WINDOWorDETACHED_PROCESSgot a new, visible console window.Motivation and Context
Fixes issue when running 1.22.0.preview-17 we could see a "command window" popup related to recent CEF sandbox changes.
How Has This Been Tested?
Verified this locally by making a Windows package and verified no Command window popups.
