Move the beta Media Library usage documentation to its own page - #3450

The Media Library page was describing only the beta UI, which readers see only after enabling the betaMediaLibrary future flag. Its Usage section describes the default UI again, and the beta UI moves to an unlisted page linked from the callout, until the flag ships as the default.

This PR gives the Media Library page back the documentation of the UI that readers actually see. Since #3433 its Usage section described the beta UI, which only matches what a reader sees after enabling the
betaMediaLibraryfuture flag, so the page documented a UI that is not the default yet./cms/features/media-library, unchanged from its state before Document the new beta Media Library UI #3433, including the MIME type detection added by Document MIME type detection for ambiguous file types in Media Library #3418/cms/features/media-library-beta, an unlisted page linked from the callout, which Document the new Media Library as the default at GA #3448 folds back into the main page when the new UI becomes the defaultTabs were considered for showing both UIs on one page and rejected on evidence: a probe build shows that headings inside a
TabItemall land in the table of contents at once, so the page would list the sections of both UIs interleaved with half of them hidden, and the identical heading names of the two UIs would collide into duplicated anchors.
