[Bug]: Import export flags don't work (Windows)

Hi, I noticed that the commands from the documentation for import or export won't work even with the extra flags:

npm run strapi export -- --no-encrypt
npm run strapi import -- -f c:\Development\my-project\export_20241209202051.tar.gz.enc

Tested on npm 10.9.0
