- Relocate tunnel-limit banner to header so FAB no longer covers Upgrade action
- Restyle as compact muted row with Zap icon and chevron affordance
- Bypass usage_nudge rate-limit on explicit tap via direct show() + force flag
- Increase list bottom padding to clear FAB
