Correct and renew the nine overdue Utah records

Resolves the review debt in #3 using the dispositions recorded in #13 (ops/evidence/utah-overdue-dispositions-2026-09-23.json).

• Corrections: every open finding across the five Utah statutes, the OAIP JIA draft and the three OAIP RMAs, plus seven linked obligation files and two mapping entries. Highlights:
  • SB 149's original sunset was 2025-05-01 and the pre-HB 320 term ceiling was 24 months.
  • The JIA cites HB 452 (not SB 149) for §13-72a-203 and separates the statutory disclosure triggers (before access, seven days, on request) from its proposed 30-minute term. It keeps draft status and no longer shows an effective date.

  • Doctronic's telehealth clause says "not in violation of" subsection (4).
  • Dead commerce.utah.gov Learning Lab and admin-rules links are replaced.
• Unconfirmed facts are qualified, not asserted: two-thirds votes for SB 226/SB 332, 2025-26 signing dates, the Doctronic 2026 amendment, Legion commencement. Each is listed as unresolved in its receipt.
• New retained sources under data/admission/sources/, all with retrieval metadata: the Legion and ElizaChat signed agreements (OCR review snapshots), the OAIP authorized-pilots register, pilot pages and home page, and the SB 149 bill-status page.
• Renewal: Sam Rogers reviewed and approved the corrections. The nine records' receipts record him as the human reviewer, and last_verified moves to 2026-09-23. npm run verify now reports 0 stale.

Review notes

• tests/fixtures/of-contract-fingerprint.json is regenerated. The changes are review-state counts, provenance hashes, and removal of of:Term.effective: the JIA draft's erroneous effective date was its only use. This changes what Obligation-First sees from PubLedge.
• Two mapping entries gain an obligation_qualification field, which appears in api/v1/mappings.json. It follows the existing anchor_qualification precedent.
• Test fixtures that used the JIA as their unreviewed example now point at records whose state still exercises each boundary: a mixed-status Doctronic term, and a legacy SEC record for the unreviewed-change gate. The JIA and SB 149 assertions now pin their exact reviewed states, including that the JIA stays a draft.
