Fullscreen terminal applications could not receive Shift-modified mouse input or Cmd+C when Noa had no selection. This adds XTSHIFTESCAPE support and a mouse-shift-capture setting, and forwards Cmd+C to fullscreen applications that negotiate the Kitty keyboard protocol while preserving Noa selection priority.

Output Snapshot now explains that alternate-screen captures contain only the current screen. macOS bundles include the microphone usage description and audio-input entitlement needed by voice-capable terminal applications. The workflow guide documents fullscreen history controls and the Antigravity SSH graphics workaround.

Reviewer notes:

• Set mouse-shift-capture = true for applications that do not request Shift capture themselves. The default remains false; application requests override false/true, while always/never force the policy. Requests survive remote client seed replay and reset on RIS.
• Cmd+C forwarding applies only when there is no Noa selection and the alternate screen has negotiated the Kitty keyboard protocol. The receiving application decides what to copy.
• The microphone entitlement does not grant macOS recording permission. Users still control microphone access.

Validation:

• cargo test --workspace: 2,701 passed, 0 failed, 15 ignored.
• Additional focused tests passed for configuration policies and native-selection precedence in Cmd+C forwarding.
• cargo build --workspace, cargo fmt --all --check, and git diff --check passed.
• scripts/bundle-macos.sh debug built the app; codesign --verify --deep --strict passed. The generated usage description and signed audio-input entitlement were checked.
• bash -n scripts/bundle-macos.sh and entitlement plist validation passed.

Limitations:

• No manual CLI screen interaction, screenshots, or voice-recording end-to-end verification was performed. Distribution signing was not exercised; the generated bundle used ad-hoc signing.
• Antigravity's new question UI remains unverified, so auto-approval matching is unchanged.
• Antigravity's SSH terminal-brand detection remains upstream behavior; the guide documents CLI_GRAPHICS=kitty agy as a workaround.
