   machine PR #529 changes only SIL.Machine.Morphology.HermitCrab (IsCliticRule, Morpher.IsBlockingStratum, the synthesis and analysis stratum and template rules, the XML loader and writer, the DTD) and its tests.

   machine.py has no HermitCrab module. A search of machine/ and tests/ for hermit and final_template_state found nothing. None of the changes have a Python counterpart, so I made no code changes, created no branch commits, and opened no PR.

   If HermitCrab is ported to Python later, this PR should be included in that work.
