   • Read the C# change (machine PR #497)
   • Added try_get_chapters to machine/scripture/parse.py and exported it from machine.scripture. It returns (True, chapters), or (False, None) when get_chapters raises ValueError.
   • Added test_try_get_chapters
   • ./local_check.sh --agent-strict passed (864 passed, 3 skipped)

   Skipped: the C# namespace move and SIL.Scripture qualification fixes, which are C#-only.
