+## Goal and scope
+
+Resolve all 17 `PERF-AUDIT-*` findings (`PERF-AUDIT-KWARG-001` and `PERF-AUDIT-SUBPROC-001`) across 15 files in `fixos/` and adopt `wellmanifest/wellman` baseline standard packs in `.governance/standard-adoption.json`.
