video:true now actually records the browser session. Document the data:image/gif;base64 URI format, the bounds (5 fps, 640 px, idle stretches shortened to 3 s, 2 MB with downscale/thinning) and that a failed recording returns the page with video_url null. `video: true` on `POST /v1/web/scrape` now records the session (scrape-badger/scrapebadger, branch `casper/scr-242-web-video`). Before this, `video_url` was always null.
Merge this only after the scrapebadger PR is deployed (web-scraper-go plus the farm sidecar).
