Version 2.3: Rules subscription is not working

Description

In Version 2.3, subscribed rules are not being applied correctly.

Domains that should bypass the proxy according to the subscribed rules are still being routed through the proxy.

This issue did not occur in Version 2.2 and 2.2.1, so it appears to be a regression introduced in Version 2.3.

Steps to Reproduce

Select Always Enabled → Subscribe to a rules list →

Obfuscation: None
Format: AutoProxy/GFWList
Pass through proxy: No Proxy

With the above configuration, domains listed in chinalist_smart.txt should bypass the proxy and connect directly, while all other domains should be routed through the proxy.

However, the current behavior is that domains listed in chinalist_smart.txt are also being routed through the proxy instead of connecting directly.

This issue did not occur in Version 2.2 / Version 2.2.1.

in 2.3 the subscription for AlwaysEnabled is reversed, but I think that was not the correct fix for the problem.
Maybe a new config in the dialog to select the type of rules.
That comes with the new release

Added a new option Rules Type to the dialog so you can select your expected behaviour.
