Add Rokit to WinGet

WinGet, or the Windows Package Manager, allows any Windows user to install packages on their machine. Currently, only Rojo is on WinGet and not Rokit. Because Rokit can manage Rojo installations, it makes sense to include Rokit on WinGet so users can install Rokit to manage their Rojo installation and versions.

If this is approved, could I be assigned this issue? I can open a PR to WinGet community repo myself with the addition of Rokit under the same author as Rojo.
