Makes the menus usable on phones and other touch devices.

• Menus now open on click/tap instead of CSS :hover — a shared open signal tracks the active menu, plus a fullscreen backdrop that closes it when you tap outside
• Hover styling (button highlight, submenu fly-out) moved behind @media (hover: hover) so it only applies with a real pointer
• On small screens the open dropdown becomes a scrollable bottom sheet with a blurred translucent background; submenus flatten inline, shortcut hints are hidden, touch targets enlarged
• Switched main layout to 100dvh (with 100vh fallback) so mobile browser chrome doesn't cause overflow
• CSS cleanup: removed duplicate body rule, dead #header block, and an invalid background_color property
• CI fixes: dx fmt, rustls 0.23.45 (RUSTSEC-2026-0285), version bump to 0.4.3
