Adds a Prometheus exporter for Sagemcom F3896/FAST3896S DOCSIS cable
gateways (tested on Cogeco and Breezeline firmware) to the "Hardware
related" section, alongside the existing Netgear Cable Modem Exporter
entry.
Exposes DOCSIS channel lock/power/SNR/codewords, Ethernet, and system
telemetry via the gateway's authenticated JSON-RPC management API.
