fix(web): effort gauge reads the same level on every provider - #25601
The composer's effort control shows the same gauge (or brain, in the classic design) at every reasoning level, so the icon says nothing about how hard the agent will think. Pointing the needle by an option's position in the model's list doesn't fix this, because providers list efforts differently:
Grok lists efforts high → low (xhigh, high, medium, low).
OpenCode models expose 37 different variant sets (885 models from opencode v2.1.4), such as [high, max], [low, high, max] and [none, minimal, …, max].
Claude offers 4 to 7 levels depending on the model.
With list position, High lands at a different place on every model and reads as empty on a [high, max] model.
Change
The icon is now a gauge whose needle and filled arc show the selected effort on one fixed scale shared by every provider: none/off · minimal · low · medium · high · xhigh · max · ultra. A given effort always reads the same, whatever the model offers or however the provider orders its list.
Ultracode sits at xhigh, which is the effort Claude runs it at.
Ultrathink isn't on the scale. Per the Claude Code docs it "adds an in-context instruction. The effort level sent to the API is unchanged." When Ultrathink comes from the prompt, the gauge shows the effort actually sent.
Turning a thinking toggle off empties the gauge.
Efforts outside the scale keep the existing static gauge.
buildTraitsTriggerDisplay in client-runtime returns the level next to the label it already builds, so the icon and the label resolve the effort the same way. The classic design now shows the same gauge instead of the brain. Mobile shows effort as text only, so it is unchanged.
Scope and approval
There was no prior discussion. This overlaps #25354, #25431 and #25514, which all place the needle within each model's own list. This PR proposes the fixed cross-provider scale above as the alternative, because list position points the wrong way on Grok and reads High as empty on OpenCode [high, max] models. Related comment: #25354 (comment)
Verification
vp test run packages/client-runtime/src/modelTraits.test.ts: 3 tests pass. They cover:
one effort reads the same across Claude's, Grok's (descending) and a [high, max] list
an unknown effort, ultrathink or constructor gives no reading
thinking off reads 0
Ran buildTraitsTriggerDisplay over every variant of all 885 models from a local opencode serve: 2,276 selections, every one maps, and no model reads lower on a higher variant. The only unmapped id is thinking, an on/off variant on 92 OpenRouter models, which keeps the static gauge.
Ran it over the live model lists for Claude, Codex, Cursor (effort/reasoning/reasoning_effort), Grok and Muse: the same effort id gives the same reading on every provider.
Not checked: Pi and Antigravity aren't installed here. Pi's levels are a fixed list in its provider code, all on the scale, and Antigravity has no effort option.
vp run check:changed: format, lint, knip, typecheck and tests pass.

buildTraitsTriggerDisplay now returns a normalized reasoning level alongside its label. TraitsPicker uses that level to display a scaled gauge in both provider layouts.
buildTraitsTriggerDisplay returns a rank from 0 through 7 for recognized reasoning values. Explicitly disabled thinking returns 0, and unrecognized values return null. Tests check consistent levels across effort-option orders and the disabled-thinking case.

Both provider layouts use reasoningLevel to render a level-scaled gauge. When the level is null, the trigger renders GaugeIcon.
pingdotgg/t3code#25514: Adds an earlier reasoning gauge calculation to buildTraitsTriggerDisplay; this change uses a fixed cross-provider ranking instead.
pingdotgg/t3code#25354: Computes the composer gauge position from selected reasoning options, which this change also addresses with a fixed ranking.
pingdotgg/t3code#20987: Maps legacy ultracode selections to xhigh plus a toggle; this change ranks ultracode with xhigh for the gauge.

Explanation
The title follows conventional commit format and names the main change: the effort gauge now shows the same level for each provider. It matches the changeset, which adds a fixed cross-provider reasoning-level scale to the gauge icon and returns reasoningLevel from buildTraitsTriggerDisplay. It is concise and specific.
Full details: Description check
Explanation
The description follows the template. It has Problem, Change, Scope and approval, and Verification sections. The problem is stated clearly with reproduction context: providers order efforts differently, so list position gives inconsistent readings. The Change section explains the fixed scale and the affected functions. Scope and approval names the overlapping PRs and gives a related comment link, but it states there was no prior discussion or triaged issue. The template requires either a linked issue or maintainer-approved discussion, or a justification for a small fix, and the description only partly meets that. Verification is detailed with focused tests, manual checks, and before/after evidence, and it states what was not checked. Screenshots and recordings are included. The main gap is the scope approval requirement.
Resolution
Consider adding a link to a triaged issue or a maintainer-approved discussion. If none exists, explain why this change qualifies as a focused fix of an obvious bug, or why it is focused configuration of an existing capability. The current text states that no prior discussion exists, and it does not justify the exemption.

The fixed scale places high at 4 / 7. These assertions only require a positive value that stays the same across option lists, so they can pass when every recognized effort maps to the same positive value. Assert the expected position:

@coderabbitai Skipping the 4 / 7 nitpick. Pinning the exact value mirrors the rank table, so the test would fail on any deliberate rescale (adding a level) without catching a real bug. What the test guards is that a given effort reads the same regardless of list order or trimming. A collapse where every effort maps to one value would show up immediately as a gauge that never moves.
For best results, initiate chat on the files or code changes.
@Derpedyea Understood. The test targets consistency across provider lists, not a fixed normalized rank. Pinning 4 / 7 would also make it sensitive to deliberate scale changes. I withdraw that suggestion.
