All five components now own deterministic tests of their actual generated initialization refusal, declared capabilities, resource identity and native model facts.
Hardware initialization remains honestly unavailable; no fake driver implementation or unsupported reset lifecycle is introduced.
Each independent package runs ordinary locked tests without another participant implementation, transport, hardware or MuJoCo.

Add affected-package CI with Bash helpers scoped to .github and deterministic Git-fixture regressions for PR merge-base/direct push, renamed/deleted/new packages, shared inputs, documentation-only changes, invalid selection, executed-test guards and truthful final aggregation.
Model and fixture inputs select their owner even when their filenames look like documentation.
The helpers are qualified with macOS Bash 3.2 and Linux-compatible shell semantics.

All packages remain publish=false and Git/local-only, using registry SDK 0.71 and Cargo-generated application locks.
Prior reviewed qualification includes each of the five ordinary locked test, fmt and strict Clippy suites.
Shell regressions and whitespace checks were refreshed before this commit; real Rust 1.88 package jobs and the final CI checks gate must pass before merge.

Cover actual generated unavailable-backend refusal and declared model resources without inventing hardware behavior. Add affected-package CI with tested shell selection, nonzero-test guards and truthful aggregation, retaining registry SDK dependencies and Git-only participant distribution.
