Moves this repository's pharn-ci check to v0.2.0 and turns on its test-integrity check in block mode. This is the dogfood step of pharn-ci's Epic 1 delivery plan.

• Mode. test-integrity: ${{ github.event_name == 'pull_request' && 'block' || 'warn' }}. The merge queue (merge_group) never reads the accept label, so block mode there would fail a pull request a reviewer has already signed off. Merge-group runs keep warn.

A PR that deletes a test file, skips or focuses a test, or loosens a test script, a workflow's test step or trigger, or the pharn-ci config fails the check. A reviewer who is not the PR author can sign it off by applying the pharn/accepted label. The workflow's pull_request trigger does not list labeled, so re-run the check after applying the label.

The PR comment and job summary switch to the v0.2.0 layout, with a Test integrity column and a 🔍 Test integrity section. report.json becomes Report v2 (schemaVersion: 2).

Checks run

npm run check:pins passes, src/ci/pharn-ci-workflow.ac3.test.ts has 4 passing tests, and the workflow parses with the new step inputs.
