tests.yml is inherited from upstream and pinned to Go 1.18/1.19. Its cross-compile, Linux/Windows/macOS, lint and docker jobs fail on PRs, which were merged red (openshift#73, openshift#72, openshift#66, openshift#64, openshift#71, openshift#67, openshift#62, openshift#63).
