Sets chat.allow_non_org_members to true in .coderabbit.yaml, which is CodeRabbit's default, and turns off every finishing touch under reviews.finishing_touches, as openbrf/openbrf#502 did in the core.

With false, CodeRabbit answers comments only from organisation members. On openbrf/openbrf#499 it refused @coderabbitai review from an account outside the organisation: "CodeRabbit chat interactions are restricted to organization members for this repository." With true, a contributor can ask for a review of their own pull request. Automatic reviews do not depend on this setting.

The finishing touches (docstrings, unit tests, simplify, fix comments, fix failing CI, resolve merge conflicts) have CodeRabbit push commits or open pull requests in this repository. All but simplify are on by default, and CodeRabbit's documentation does not say whether the commenter who asks for one needs write access. With chat open to every account, they are all turned off, so no comment can make CodeRabbit write code here.

Check: an account outside the organisation comments @coderabbitai review on a pull request. CodeRabbit should answer "Review triggered" instead of the refusal.

.coderabbit.yaml matches CodeRabbit's schema (the core's scripts/validate-coderabbit-config.mjs, run on this file) and is prettier-clean.

Summary by CodeRabbit

  • Configuration
    • Disabled automatic docstring and unit-test generation, code simplification, autofixes, CI fixes, and merge-conflict resolution in review workflows.
    • Chat is now available to people who are not members of the organization.
    • These settings change which automated review actions are available and who can access chat.

Sets chat.allow_non_org_members to true and turns off every finishing touch, as openbrf/openbrf#502 did in the core, so an account outside the organisation can ask for a review and no comment can make CodeRabbit push code here.
