Site development mode flag #680
Description
Add a functionality for specific site configuration while DNS is not live / development mode.
Specifically:
- Setting
MDRenewMode manualin Apache - Disabling web site crons
To add complexity, on CMS we currently require these set for one site but not the other two.
Consider a runtime pillar flag such as #679
