Fixes #29402

Supersedes #30130 (same change; that branch's commit message failed check-commit-card-trailers).

Clause-②: no
Metadata-protocol: none

The maintainer waived the model-tier mandate while that tier had no quota; this PR was developed below it.

What changes

.claude/skills/pm-dispatch/references/rest-channel.md, write side, two lines rewritten, none added:

  • L50 keeps main's wording from feat(pm): the fleet-write relay publishes an approved security advisory — reopen, set the versions, publish #30135 (等操作, 发布亦经中继), now also names advisory_read, and keeps the pointer to security-findings.md. The old L51's detail (one-time key in the seat process, ciphertext back, --reveal prints plaintext) already lives in security-findings.md L21 and lanes/security.md L19, so folding it in loses no rule.
  • L51 records the reading and the seat-side rule in one line: a later advisory_report 403 did not reproduce on re-test (复测不复现; a single success on a later day is also what the daily limit predicts, so the line claims no more); the seat reads a 403 against the two causes security-findings.md L22 already names (the advisory write grant and the per-account daily limit on private reports), retries once on a later day, and never switches account.

security-findings.md is not edited: the reading does not make L22 wrong, it only says the 11-02 run did not hit either cause as a standing state.

Ratchets. Line count 82 → 82 (ceiling 82, the added rule line is paid by folding L51 into L50). Widths: L50 119 bytes, L51 115 bytes, under the 120-byte cap.

Why

The card's last bullet. The 11-02 runs answered HTTP 403 on every advisory_report after the first. On 2026-11-04 a fresh report through the relay succeeded with no 403, and the maintainer confirmed the lane App shows as reporter on it and on the reports of the last two days (card comment 6632996128). The seat needs a written rule for the next 403 so it neither resends into a refusal nor reaches for another account.

Verification

Head 6492c26c: two commits plus a hand merge of origin/main (no rebase, no amend). The merge resolves the L50-51 conflict with #30135, which had rewritten L50; L51 is unchanged.

Local gates on 6492c26: 17 derived, 17 run with exit 0, 0 NOT MEASURED (`dispatch-gates --ran`)
  • node scripts/pm/dispatch-gates.mjs --commands derived 17 commands for the one changed file. All ran after pnpm install --frozen-lockfile, each with its exit code captured before any pipe. @objectstack/formula and @objectstack/lint were built first, which check:doc-formula-expressions needs.
  • All 17 exited 0, among them check:pm-skill-ratchet, check:pm-skill-id-lint, check:skill-frame-sync, check:doc-authoring and check-comment-mask-corpus.mjs.
  • --ran printed: 17 derived famil(ies) accounted for — 17 run, 0 NOT-MEASURED (a DERIVED zero — all 17 recorded an exit code and none of them is 3).
  • node scripts/check-empty-changeset.mjs --base origin/main: exit 0. No changeset: .claude/** ships in no package, so skip-changeset.
  • node scripts/check-commit-card-trailers.mjs --range origin/main..HEAD: exit 0, run before the push.

Human Minimum

  • 1. Schemas start as Zod; packages/spec holds no runtime logic. (Not touched.)
  • 2. Every name I added uses the casing for its kind. (No names added.)
  • 3. No formatter ran.
  • 4. One issue, one branch off an up-to-date main, one pull request.
  • 5. A change that publishes carries a changeset, and both declaration lines are filled in here and in the changeset. (Publishes nothing.)
  • 6. packages/spec touched: its generated artifacts are regenerated and committed. (Not touched.)
  • 7. No hand edits to content/docs/references/, packages/*/CHANGELOG.md or content/docs/releases/.
  • 8. Title, body and comments are in English. (The 维护者速读 section is Chinese, per the lane template.)
  • The Before Submitting list in CONTRIBUTING.md is done.

…est as transient and the seat's retry rule

A fresh report through the relay succeeded with no 403, so the earlier 403
run does not reproduce. The seat reads a later 403 against the two causes
security-findings.md already names, retries once on a later day, and never
switches account. The advisory_read line folds into the advisory row (its key
and --reveal detail already live in security-findings.md and
lanes/security.md), so the file stays at its 82-line ceiling.

Reviewer: an isolated contract reviewer at CONTRACT_REVIEW_TIER, read-only on GitHub (REST reads only; nothing written, pushed or commented), fed the card body and comments, the PR body, the net diff against the merge-base, the head's check-runs, AGENTS.md, the pm-dispatch SKILL.md, contract-review.md, lanes/skills.md, lanes/review.md and lanes/security.md. The dev gate record was read as input, not as conclusions; every count, every line citation and every claim about the card's evidence below is this review's own reading of the head tree, of main at the merge-base and of the card thread. No environment variable value is printed anywhere in this record. Nothing in this record names an advisory, a test marker or a model.

① Derived judgments

  1. File surface. One commit (55a5285, author Claude, PR author objectstack-fleet[bot], head repo = base repo, draft, base main, trailers Claude-Session: + Co-Authored-By: Claude <noreply@anthropic.com>, no card relation and no model identifier in the message: check-commit-card-trailers exit 0 on both ranges). git diff --numstat 28ce3d1b 55a52854, the REST file listing (+2 / −2, 1 file) and the PR body agree on exactly one path, .claude/skills/pm-dispatch/references/rest-channel.md, two lines rewritten, none added. The claim (6633967366) named this file "around L50-51" and security-findings.md L23 "only if the reading changes what it says"; the body says why L23 is not edited (the reading does not make it wrong) and it is not in the diff. The PR supersedes docs(skills): rest-channel records the advisory_report 403 re-test as transient, with the seat retry rule #30130 (closed unmerged, same two-line change on claude/project-thread-kdvgq3): that branch's one commit 9319635 carried the card number in its message body and a model identifier in its co-author trailer, which check-commit-card-trailers refuses (reproduced here, exit 1); since a pushed branch is not rewritten, the change was re-cut as one clean commit on -r2, as the branch-move note (6634576622) says. Correct, and on surface.
  2. The fold, L50. become one line that names the four write ops, advisory_read, and the pointer to security-findings.md. Fact by fact, what left the file and where it lives on the unchanged head tree: the read goes through the relay as advisory_read → kept in L50 and security-findings.md L22; the one-time key lives only in the seat process and only ciphertext comes back → security-findings.md L22 ("一次性密钥只在席位进程,只回密文"); plaintext is printed only with --reveal, only to the seat's own stdout → lanes/security.md L19; 发布归维护者 → security-findings.md L24 (also L63 and lanes/security.md L36). Neither file is in the diff. advisory_create keeps its 首选 mark (as security-findings.md L21 has it), and the body's "L22 and L19" / "L24" citations reproduce. The lane's test (lanes/skills.md L20: a cut whose content has no other home loses a rule) is met: nothing was taught only by the removed line. The 81→82 raise this slot came from (check-skill-line-ratchet.mjs L1205–1208, ruling of record card pm/fleet-write: an advisory_read relay op that returns an advisory only as ciphertext, encrypted to a one-time key the seat generates per read #29420 item 5: "one line naming the op") is still honoured in letter — the op is named, on L50 — and the ratchet binds the count, not the content of a line; the ceiling row stays at 82. Correct.
  3. The reading, L51, against the card's evidence. The card body: the first advisory_report of the day answered 201 and every later one that day, eight runs from two sessions, answered 403 with an identical token step, action version and permission input. Comment 6579282773 names the platform's per-account daily limit on new private reports as the likely cause and notes that the measurement fits it exactly (one App account shares one reporter's daily budget: the first report lands, every later one is refused). The live reading (6632996128): two days later one fresh report through the relay succeeded with no 403, the maintainer confirmed the lane App as reporter on it and on the reports of the preceding two days, and the test report is now closed. L51 writes "advisory_report 403 经复测为瞬态". What the re-test proves is that the 403 is not a standing refusal of the channel — the route works again without any account or grant change — and that much is fairly recorded. What it does not prove is "transient" in the sense the word carries: one first-of-the-day success is exactly what the daily-limit cause predicts too, and the re-test sent no second report on the same day, so it cannot tell a transient refusal from a limit of one new report per account per day. The card's own measurement (first 201, then eight 403s the same day) still fits the limit better than a transient. So 瞬态 overstates the evidence by one word; the rule that follows it on the same line — read the next 403 against the two causes, which include the daily limit; retry once on a later day; never switch account — is exactly the rule the daily-limit cause demands, so the operational content of L51 is right whichever cause the next 403 turns out to have. Holds, with S1 (④).
  4. The rule against its neighbours. security-findings.md L23 names exactly the two causes L51 points at ("同铸公告写权,无此权的仓两者皆拒;私报另有账号日限"), so "按 security-findings.md 两因读" is a correct pointer and restates nothing. "⛔ 不换账号" agrees with L24 (席位永不以自身账号私报) and L25 (⛔ 不换账号重发). "隔日重试一次" sits beside L25's rule that when both ops are refused the mechanism goes to the maintainer in session (选 A): L51 is about the channel, not the finding — it does not displace the hand-delivery of a finding that is waiting, and one retry on a later day is what a daily limit resets for; under the write-grant cause the retry is idle but harmless, and L25 still governs. Nothing in rest-channel.md conflicts: L9's 403 reading is the seat's own credential against the egress proxy, not the relay's App token; L18's ⛔ 永不重试 binds UNCONFIRMED (code 6) strokes, and a 403 is a confirmed refusal (code 5), so a new stroke on a later day is not the retry L18 forbids. lanes/security.md L12 defers advisory reads, creation and writes to §3 of security-findings.md, unchanged. SKILL.md carries no advisory rule. check-skill-id-lint passes: L51 cites no issue number (lanes/skills.md L30). Correct.
  5. Ratchets. Lines 82 → 82 (ceiling 82, headroom 0 before and after; check-skill-line-ratchet exit 0 on the head and with the merge-base file swapped in). Widths: L50 110 bytes, L51 118 bytes, the file's widest line 120 bytes on both trees, against the cap MAX_LINE_BYTES = 120 read as <=. Bytes 7762 → 7766 (+4). The diff is exactly two lines and git diff --numstat reads 2 / 2, so the remainder is byte-identical: no re-wrap, the new rule line paid for by the fold, line by line (lanes/skills.md L20). The token ratchet has no row for .claude/** and exits 0. The body's table (82 → 82; 110 / 118; "the added rule line is paid by folding L51 into L50") reproduces. Correct.
  6. Changeset. None added; the PR carries skip-changeset, documentation, size/xs. .claude/** ships in no package (@objectstack/skills syncs skills/**, not .claude/**), so AGENTS.md's rule ("that label is for a diff that publishes nothing from any released package") is met; check-empty-changeset exit 0 (0 declaring changesets added, none from the merge-base modified or deleted), Check Changeset success on the head. Clause-②: no and Metadata-protocol: none are line-initial in the body. Correct.
  7. Gates re-run here. The 17 derived commands match the dev record's 17 name for name. Of them, 10 re-run here exit 0: check:pm-skill-ratchet, check:pm-skill-id-lint, check:skill-frame-sync, check:agent-test-spelling, check:cross-package-test-inputs, check:gitlink-declared, check:nul-bytes, check:refd-timer-probe, check:watch-hint-literal, check-harness-current --self-test. Seven refuse a verdict in this container (exit 3 PREREQUISITE NOT MET: no yaml, typescript or @typescript-eslint/parser, or no node_modules at all): check-closing-keyword-parity and its self-test, check-comment-mask-corpus, check:doc-authoring, check:driver-memory-census, check:pm-governed-merges (self-test) and check:doc-formula-expressions; each is read from CI, where the jobs that run them (Lint · repo & tooling gates, Lint · CI, release & engine gates, Lint · docs & code guards, Lint · PM dispatch-gates, the three Lint · scoped jobs and the Lint & Repo Gates umbrella) are all success on the head. The dev record lists all 17 at exit 0 after pnpm install --frozen-lockfile; nothing I could measure contradicts it. Correct.
  8. PR body against the head and the card. First content line after the attribution header: Fixes #29402. The card's Expected has three bullets: (1) isProxyRefusal never true inside the relay runner / a GitHub 403 there takes the platform back-off path, and (2) a refused advisory row prints the platform's message and documentation_url capped — both landed in PR fix(pm): the relay reads no runner 403 as the egress proxy's, and a refused advisory row names its cause #29505 (merged, Part of #29402, files scripts/pm/write-pace.mjs and scripts/pm/fleet-write/execute.mjs, os-dev report 6582879449); (3) the seat reads the actual reason once and records it in rest-channel.md with the seat-side rule. For (3), the actual reason could not be read: no 403 has recurred since fix(pm): the relay reads no runner 403 as the egress proxy's, and a refused advisory row names its cause #29505 taught the relay to print GitHub's message, so the next refusal will carry its own cause in the run log, and what the seat could measure — a fresh report succeeds; the first-day 403s do not reproduce — is recorded on L51 with the rule. The seat's own close condition (6595186891: the live reading's run link posted on the card, then the rest-channel.md PR, the card closing when it merges) is met in that order (6632996128, then this PR). So Fixes is the right verb; what stays unknown is written in ③. The only other number beside a keyword-like word is Supersedes #30130, and "Supersedes" is not a closing keyword (the Part-of and parity steps of PR-body guards passed). The body's facts reproduce: L50 / L51 contents, "L22 and L19", "L24", 82 → 82, 110 / 118 bytes, "one commit on 28ce3d1", "17 derived, 17 run", check-empty-changeset exit 0, trailers exit 0. Human Minimum: nine ticks against the template; item 3 drops the template's "pnpm lint passes" half (Lint · ESLint is success, nothing hidden), items 1, 2, 5, 6 are annotated "not touched / none added / publishes nothing" (each true of the diff), item 8 notes the Chinese 维护者速读 block is the lane's own template (true). The model note — "The maintainer waived the model-tier mandate while that tier had no quota; this PR was developed below it" — names no model, no family word and no identifier; it is written at the tier level as the template asks. Correct.
  9. Governance. check-governed-merges --pr objectstack-ai/objectstack#30132: 1 of 1 path hits the register under .claude/**, Tier S, head repo = base repo (internal, not a fork), +2 / −2 under the 3000 threshold, exit 3 as designed; --branch HEAD agrees. The PR is a draft, no reviews, no assignee, no requested reviewer, auto_merge null, mergeable_state blocked on the first two reads and unstable on the third. Tier S (AGENTS.md Prime Directive feat: Comprehensive CRM example demonstrating all ObjectStack protocol features #14, SKILL.md L203): the owning seat lands it through the queue once this record stands on the current head with a PASS and every check is green; this record is the PASS, and the check condition is not yet met (①.10, ③).
  10. Check-run state. Three REST reads of the head: 44 → 45 → 45 runs; success 19 → 22 → 22, skipped 22 throughout, in progress 2 → 0 → 0 (Lint · CI, release & engine gates and Lint · PM dispatch-gates both completed success; the Lint & Repo Gates umbrella appeared success on the second read), failure 1 throughout: PR-body guards (claim · duplicate · Part-of · single-writer path). Its job log: step 2, "No other open PR may claim the same issue", failed with "fleet-write: after the first live advisory_report, every later report answers HTTP 403, write-pace files it as an egress-proxy refusal (no back-off), and the relay hides GitHub's message, so the cause cannot be read #29402 is already claimed by docs(skills): rest-channel records the advisory_report 403 re-test as transient, with the seat retry rule #30130 (… branch claude/project-thread-kdvgq3, draft)" — read at a moment when docs(skills): rest-channel records the advisory_report 403 re-test as transient, with the seat retry rule #30130 was still open; the REST timestamps put docs(skills): rest-channel records the advisory_report 403 re-test as transient, with the seat retry rule #30130's close under two minutes after that step ran. Steps 5–7 of the same job (closing-target-claim, Part-of parity, single-claim-paths) passed. The guard says of itself that it re-runs on edited and synchronize; the PR's only later event is the seat's review-claim comment, which is neither, so the red is stale by cause but live on the head. Not a diff defect; a landing precondition (③, Should-fix S2).

② Semver level

None, and none is declared: .claude/** is agent instruction text that no released package ships, so skip-changeset is the right label, Clause-②: no and Metadata-protocol: none are right (no spec, no key, no accepted value changes), and Check Changeset is success on the head. No packages/**, no TypeScript, no changeset file.

③ Boundary flags

  • Dev open_questions: none in the body. Acceptance notes checked: security-findings.md L23 left unedited because the reading does not make it wrong (confirmed: L23 names the two causes as standing possibilities, and L51 defers to them); the fold chosen because the removed detail has homes at L22 / L19 / L24 (confirmed, ①.2). Accepted.
  • What Fixes leaves open, stated so the closing is honest: the card's third bullet asked for "the actual reason"; the reason was never read because the refusal did not recur. The card's own best-fit cause (the per-account daily limit, 6579282773) is neither confirmed nor excluded by one first-of-the-day success, and the maintainer's one-look platform reading on the card (whether GitHub shows a limit on further private reports from the App reporter) was answered only for the reporter identity. Both are covered going forward: fix(pm): the relay reads no runner 403 as the egress proxy's, and a refused advisory row names its cause #29505 makes the next 403 print its own cause, and L51 tells the seat what to do with it. No follow-up card is owed by this PR; if the next 403 names the daily limit, the one-word correction in S1 becomes the natural edit.
  • S1, the word 瞬态 (①.3, ④): Should-fix wording, not a blocker — the rule half of L51 is right under either cause.
  • S2, the stale red (①.10): the landing pre-check reads every check on the head, and PR-body guards is red for a conflict that no longer exists. The seat re-triggers the guard — a body edited event through the relay's PR-body op, or a re-run of the workflow — and reads it green before pr_ready and enqueue. No diff change is involved; the record's PASS does not substitute for the green.
  • Pre-existing, not this PR's: the closing-target-claim step warned UNDETERMINED on fleet-write: after the first live advisory_report, every later report answers HTTP 403, write-pace files it as an egress-proxy refusal (no back-off), and the relay hides GitHub's message, so the cause cannot be read #29402 because the shipped recogniser's CLAIM_BRANCH_SHAPE (check-half-states.mjs L5673) binds claude/issue-N-slug only, so a claude/project-thread-* branch never parses and every claim on this card reads malformed; the newest Claim: (6633967366) names claude/project-thread-kdvgq3 and the move to -r2 is recorded by the branch-move note (6634576622), which is not Claim:-shaped and so is read by no recogniser. The card thread carries the move in plain words; widening the reader is the repair the ruling recorded in that script's own header closes. Nothing owed here.
  • S3, on the card, not the PR: the claim comment's Container & model: line writes a model family word where the template (SKILL.md L311) asks for a tier word and ⛔ 不抄模型 id. A bare family word is not the identifier shape the repo's recogniser binds, the PR title, body, commit and this record are clean, and nothing from that comment lands; a later claim on this seat spells the waiver as "below the mandated tier" or the constant's name. Should-fix, not a blocker.
  • Independence: PR author objectstack-fleet[bot], commit author Claude, dev session session_01J8VVAnSGyRU8EkF8acg337 distinct from the seat session that commissioned this review; no off-relay author note is owed. The PR thread carries the seat's Contract-review-claim: for this head (6634600390) and no other record; no review seat is seated, as the claim says; no reviews on the PR.
  • Tier S: this record is the review of record for the head; landing stays with the owning seat through the queue, after S2.

④ Design judgment

Per hits file, against the scenario the card accepts it on — a seat whose relay advisory_report answers 403 must know what the channel has measured and what to do next, without resending into the refusal and without reaching for another account — and against the rules on main:

  • .claude/skills/pm-dispatch/references/rest-channel.md L50, the fold: the write-side table is where a seat looks up whether an operation has a relay path, and one line that names the five advisory ops and points at the one file that holds their rules (security-findings.md §3, which L3 of that file says no other text restates) is the right shape for this table; the key, seal and --reveal mechanics it drops are read-side mechanics that already live at the rule's home and at the security lane's charter, where the seat that performs a read is sent anyway. The ruled raise that funded the old line is still honoured by the op's name on L50. Holds.
  • .claude/skills/pm-dispatch/references/rest-channel.md L51, the reading and the rule: who reads this line (lanes/skills.md L29) is the seat holding a fresh 403, and the line gives that seat the three things it needs in the order it needs them — the channel's measured state, where the two candidate causes are written, and the two acts (one retry on a later day; never a different account). It restates nothing of L23 and only the four-character ⛔ of L25, which is the one prohibition that must be visible at the point of action. Its weakness is the verdict word: 瞬态 claims more than one first-of-the-day success can show (①.3), and a seat reading it could take the next 403 as noise rather than as the daily-limit signal the card's own data fits. The rule half corrects for that by sending the seat to both causes, so the design holds; the wording is S1.

Must-fix: none. Should-fix: S1 — on L51 replace "经复测为瞬态" with "复测不复现", giving "- advisory_report 403 复测不复现:按 security-findings.md 两因读,隔日重试一次,⛔ 不换账号。" (115 bytes, under the 120 cap; 82 lines unchanged; no ceiling row moves): it records what was measured — the first-day refusal did not reproduce on a later day's first report — without ruling out the daily limit the card's evidence still fits. S2 — before pr_ready / enqueue, re-trigger PR-body guards (an edited or synchronize event) and read it green: its one red step compared against #30130 while that PR was still open. S3 — the claim comment's model note on the card: a tier word, as the template asks, in the next claim this seat writes.

Check-runs at record time: 45 check-runs on 55a5285, 22 success, 22 skipped, 1 failure, 0 in progress on the third read; three reads went 44 → 45 → 45 runs and 19 → 22 → 22 success, the two in-progress runs of the first read (Lint · CI, release & engine gates, Lint · PM dispatch-gates) completing success and the Lint & Repo Gates umbrella appearing success. Success: Lint & Repo Gates, TypeScript Type Check (the two required floors), Lint · repo & tooling gates, Lint · CI, release & engine gates, Lint · PM dispatch-gates, Lint · docs & code guards, Lint · ESLint, Lint · scoped · tooling self-tests, Lint · scoped · slot lookup & corpus, Lint · scoped · query-options erasure, Type Check · workspace / source gates / debt ledger / consumer gates, Governed Surface Queue Guard, Dogfood Regression Gate, Test Core, Test UI, Check Changeset, Check PR Size, Auto Label, filter. Skipped by path filter or opt-in (a docs-only diff under .claude/**): Build Core, Build Docs, Build UI Deps, Build & E2E UI, Lint UI, Type Check UI, UI Published Artifacts, Live E2E UI, Plan Test Core shards, Dogfood Verify CLI, Temporal Conformance, Schedule gate, 18.x upgrade harness ×2, Packed-tarball smoke ×2, the path-filtered twins of Auto Label, Check Changeset and Check PR Size, and the matrix-templated placeholder rows for Test Core, Test UI and the Dogfood shards (check-expected-skips.mjs could not run here for want of yaml; the set is the shape a .claude/**-only diff takes, with no package build or test shard owed). Failure: PR-body guards (claim · duplicate · Part-of · single-writer path), step 2 only, against the since-closed #30130 (①.10); the other steps of that job passed. Combined status pending (statuses API, 0 statuses). mergeable_state unstable on the third read, draft, auto_merge null, labels documentation, size/xs, skip-changeset; Tier S (.claude/**), landing by the owning seat through the queue once the guard is re-run green.

Delta review of 6635163785 on 55a5285

Reviewer: the same isolated contract reviewer at CONTRACT_REVIEW_TIER, read-only on GitHub (REST reads only; nothing written, pushed or commented). The full review on 55a5285 (PASS, should-fixes S1, S2 and S3) stands as read; this record judges only the delta 55a5285..fd6a1f8, the PR body and title as they now read, the head's check-run state, and — because it changed under the PR during this review — the head's relation to origin/main. No environment variable value is printed anywhere in this record. Nothing in this record names an advisory, a test marker or a model.

① Derived judgments

  1. Delta surface. One new commit (fd6a1f8, parent 55a5285, author Claude, PR author objectstack-fleet[bot], head repo = base repo, draft, base main; subject "docs(skills): rest-channel says the advisory_report 403 did not reproduce, not that it was transient"; body one sentence giving the reason — a single success on a later day is also what the per-account daily limit predicts — then the trailer pair Co-Authored-By: Claude <noreply@anthropic.com> + Claude-Session:; no card relation, no model identifier). git diff --numstat 55a5285 fd6a1f8: one file, .claude/skills/pm-dispatch/references/rest-channel.md, +1 / −1; the word-diff shows one token changed on L51, 经复测为瞬态 → 复测不复现, and nothing else; with L51 removed from both versions the files are byte-identical. The REST file listing still reads +2 / −2 for the one file (cumulative against the merge-base: L50 and L51), the PR commits = 2, changed_files = 1. Correct, and on surface.
  2. S1 of 6635163785, the wording. L51 now reads "- advisory_report 403 复测不复现:按 security-findings.md 两因读,隔日重试一次,⛔ 不换账号。" — the exact spelling S1 offered, verdict half replaced, rule half (two causes, one retry on a later day, never a different account) unchanged character for character. The line records what was measured — the first-day refusal did not reproduce on a later day's first report — and no longer rules out the daily-limit cause the card's own data fits (the full review's ①.3). The two causes L51 points at are still the ones security-findings.md names on origin/main (now its L22, one line up after feat(pm): the fleet-write relay publishes an approved security advisory — reopen, set the versions, publish #30135 removed a line in §2; the text is unchanged), and ⛔ 不换账号重发 is still its L25. Resolved.
  3. Ratchets on the delta. Lines 82 → 82 (ceiling 82, headroom 0; check-skill-line-ratchet exit 0 on the head; origin/main's file is also 82 lines, so a two-for-two resolution of ①.6 keeps the count). L51 is 115 bytes (118 before; S1 predicted 115), the file's widest line is still 120 bytes (an untouched line, as on both prior trees) against MAX_LINE_BYTES = 120 read as <=. Bytes 7766 → 7763 (−3: a six-character phrase became five). No ceiling row moves, no re-wrap. check-skill-id-lint clean (L51 still cites no issue number). Correct.
  4. Commit trailers over the PR range. check-commit-card-trailers.mjs --range 28ce3d1b..HEAD: exit 0, "2 commit message(s) … carry no card relation and no model identifier in the trailer pair"; --range 55a5285..HEAD: exit 0, one commit. A grep of both messages for claude-…, the family words and "model" matches only the Claude-Session: URL, which is the session trailer the repo asks for, not a model identifier. Correct.
  5. PR title and body against the head. Title: "docs(skills): rest-channel records that the advisory_report 403 did not reproduce, with the seat retry rule" — says "did not reproduce", no longer "transient". Body: first content line after the attribution header is Fixes #29402; Supersedes #30130 (not a closing keyword); Clause-②: no and Metadata-protocol: none line-initial; the 速读 block's first bullet writes "L51 记 advisory_report 403 复测不复现与席位规则" and its second gives the daily-limit reason for claiming no more; the L51 bullet quotes 复测不复现 and says why ("a single success on a later day is also what the daily limit predicts, so the line claims no more"); the ratchet line reads "L50 110 bytes, L51 115 bytes" (reproduces, ①.3); the head line reads "Head fd6a1f8d, two commits on 28ce3d1b (the second takes the contract review's wording should-fix on L51)" (REST: exactly these two commits on the merge-base); the gate summary "17 derived, 17 run with exit 0, 0 NOT MEASURED" is the dev record's claim for this head, and the two gates re-run here (check:pm-skill-ratchet, check:pm-skill-id-lint) plus the trailer check agree. A grep of title and body for claude-…, the family words and "model" finds only the harness's <!-- claude-projects-attribution: … --> marker, "model-tier mandate" (the tier phrase the template asks for) and the "Claude Code" footer: no model named. Human Minimum unchanged from the reviewed head. Two body facts are now stale against origin/main, not against the head (①.6): the L50 bullet says the fold "keeps the pointer to security-findings.md" and that "发布归维护者 is likewise held by security-findings.md L24", and the 速读 bullet says L50 "并入 advisory_read"; after feat(pm): the fleet-write relay publishes an approved security advisory — reopen, set the versions, publish #30135, L24 no longer says that and main's own L50 says something the fold does not. Correct as written against the head it describes; to be rewritten with M1.
  6. Head against origin/main — new since the full review. PR feat(pm): the fleet-write relay publishes an approved security advisory — reopen, set the versions, publish #30135 ("feat(pm): the fleet-write relay publishes an approved security advisory — reopen, set the versions, publish", labels documentation, size/l, skip-changeset) merged into main as 6d1dc7f at a time after this head was pushed, after the full review was posted and after this review's first two check-run reads; the PR's mergeable_state went unstable → dirty, mergeable false, rebaseable false between those reads. git merge-tree origin/main fd6a1f8 exits 1 with one conflict, in the governed hit itself: main rewrote the merge-base's L50 to "- 公告经中继 advisory_create(首选)等操作,发布亦经中继;规则住 security-findings.md。" (the count word 四 dropped, 发布归维护者 replaced by 发布亦经中继) and kept the old L51 (advisory_read, key, ciphertext, --reveal); the head rewrote the same two lines. Behind main's edit: ops.mjs on main defines six advisory_* ops (advisory_report, advisory_create, advisory_collaborators_add, advisory_versions — new — advisory_state, advisory_read), five of them writes, against five / four at the merge-base; security-findings.md L23 on main no longer ends "发布归维护者" and a new L24 says publishing goes through the relay against the maintainer-approved list; security-findings.md L63 says 发布清单归维护者; lanes/security.md L36 says the seat publishes through the relay after the maintainer approves the list. So, beyond the textual conflict, the head's L50 — "advisory_create(首选)等四操作与 advisory_read" — is now wrong on main in two particulars: 四 undercounts the write ops (main itself dropped the count), and the fold's premise that 发布归维护者 could leave this file because security-findings.md L24 held it (the full review's ①.2, the PR body's "L24") no longer describes main, where the fact itself has changed to its opposite and main's L50 carries it in this table. L51, the delta, is untouched by feat(pm): the fleet-write relay publishes an approved security advisory — reopen, set the versions, publish #30135 and conflicts only as a neighbour of L50. Not a defect of the delta; a defect of the head as a landing candidate — it cannot merge, and its resolution is a content edit to L50, not a mechanical merge. Must-fix M1 (③, ④).
  7. S2 of 6635163785, the stale red. The PR-body guards workflow (pr-body-guards.yml L83) runs on opened, edited, reopened, synchronize. The push of fd6a1f8 was a synchronize: run 41863091376, job 126690062294, all seven listed steps success including step 2 "No other open PR may claim the same issue" (the step that was red on 55a5285 against the then-open docs(skills): rest-channel records the advisory_report 403 re-test as transient, with the seat retry rule #30130), conclusion success. A second run (41865321169, job 126697967746, pull_request event about sixteen minutes later — the body edited that retitled the PR) listed the same seven steps success while still in_progress on this review's first two reads; polled to completion, it is success. Both PR-body guards rows on the head are success; no check-run on fd6a1f8 has conclusion failure. Resolved.
  8. Check-run state. Three REST reads of the head plus one poll: 44 runs throughout; success 22 → 22 → 23, skipped 21 throughout, failure 0 throughout, in progress 1 → 1 → 0 (the second PR-body guards run, ①.7). Success: Lint & Repo Gates, TypeScript Type Check (the two required floors), Lint · repo & tooling gates, Lint · CI, release & engine gates, Lint · PM dispatch-gates, Lint · docs & code guards, Lint · ESLint, the three Lint · scoped jobs, Type Check · workspace / source gates / debt ledger / consumer gates, Governed Surface Queue Guard, Dogfood Regression Gate, Test Core, Test UI, Check PR Size, Auto Label, filter, PR-body guards ×2. Skipped (a .claude/**-only diff): the Build, UI, E2E, Dogfood shard, Temporal, Schedule-gate, opt-in harness and smoke rows, the path-filtered twins of Auto Label / Check Changeset / Check PR Size, and the matrix-templated placeholder rows. Combined status pending (statuses API, 0 statuses). All green on the head; the head itself is the problem (①.6).
  9. Review state on this head. The PR thread carries the seat's Contract-review-claim: for fd6a1f8 (6635823231, naming this delta review and the tier) and no record on this head; reviews: 0; draft, auto_merge null, mergeable_state dirty, no assignee or requested reviewer, labels documentation, size/xs, skip-changeset. Tier S (.claude/**) still: landing stays with the owning seat through the queue, after M1 and a review of the resulting head.

② Semver level

Unchanged: none, and none is declared. The delta is five characters of agent instruction text under .claude/**, which no released package ships; skip-changeset, Clause-②: no and Metadata-protocol: none stand; Check Changeset is skipped by path filter on this head with the filter row success; no packages/** path, no changeset file. #30135 is also skip-changeset and changes nothing here.

③ Boundary flags

  • S1 of 6635163785: resolved — L51 carries the offered wording, the rule half untouched, 115 bytes, 82 lines (①.2, ①.3).
  • S2 of 6635163785: resolved — both PR-body guards rows on the head are success, the duplicate-claim step green now that docs(skills): rest-channel records the advisory_report 403 re-test as transient, with the seat retry rule #30130 is closed (①.7).
  • S3 of 6635163785 (the claim comment's model note on the card) is a card-side habit for the seat's next claim, not a change this PR can carry; the new claim on this PR (6635823231) is written at the tier level, as asked. Nothing owed in this delta.
  • M1, the conflict with origin/main (①.6): the head is unmergeable and the conflicting line is L50, whose content on main has moved under it. The owning seat brings main into the branch (the relay's pr_update_branch cannot: it needs a clean merge; so a merge or rebase commit resolving rest-channel.md by hand, through the usual push), and resolves L50 to carry main's new facts — the ops are no longer counted, and publishing now goes through the relay — while keeping the fold's purpose (one line for the advisory ops and the pointer to security-findings.md, advisory_read named on it) and L51 exactly as the delta has it. Main's own wording with advisory_read added — "- 公告经中继 advisory_create(首选)等操作与 advisory_read,发布亦经中继;规则住 security-findings.md。" — is 126 bytes, six over the cap; without the 首选 mark (which security-findings.md L20 already carries) it is 119 bytes and fits: "- 公告经中继 advisory_create 等操作与 advisory_read,发布亦经中继;规则住 security-findings.md。" The seat measures whatever it lands. 82 lines stay 82 (main's two lines are replaced by two). The PR body then drops "L24" and "发布归维护者 … L24" from the L50 bullet, updates the byte for L50 and the head line, and the dev record is re-run on the new head. The resulting head gets its own delta review; this record does not cover it.
  • Dev open_questions: none in the body. The body's account of the delta (one commit, the wording should-fix, 115 bytes) is accurate; its account of L50's homes is accurate against the merge-base and stale against main (①.5).
  • Independence: PR author objectstack-fleet[bot], commit author Claude on both commits, dev session session_01J8VVAnSGyRU8EkF8acg337 distinct from the seat session that commissioned this review; no off-relay author note is owed; no review seat is seated; no reviews on the PR.
  • Tier S: this record is the review of record for this head and it does not clear it to land; landing is the owning seat's, through the queue, after M1 and a PASS on the head that resolves it.

④ Design judgment

Per hits file, for the delta only, and for the head as a landing candidate:

  • .claude/skills/pm-dispatch/references/rest-channel.md L51: the one-word change moves the line from a verdict ("transient") to a measurement ("did not reproduce on re-test"), which is what a seat holding the next 403 needs to know about the channel's history — and it no longer invites that seat to read the next 403 as noise. The rule half, which was already right under either cause, is untouched. Cheapest possible shape, no ceiling row touched, three bytes saved. Holds.
  • .claude/skills/pm-dispatch/references/rest-channel.md L50, on the head against origin/main: the fold was sound against the merge-base and is now behind main on the very fact it chose to drop — publishing moved from the maintainer's hands to the relay in feat(pm): the fleet-write relay publishes an approved security advisory — reopen, set the versions, publish #30135, and main's L50 says so where a seat looks up whether an operation has a relay path. A line in this table that still implies four write ops and is silent on publishing would send the seat to the maintainer for an act the relay now performs. The fix is M1: a resolution that keeps the fold and adopts main's facts. Does not hold as the head stands.

Must-fix: M1 — merge origin/main into the branch, resolving rest-channel.md L50 to carry main's "等操作" and "发布亦经中继" with advisory_read still named and the pointer kept, L51 as the delta has it, within 120 bytes and 82 lines; update the PR body's L50 bullet (drop the L24 claim) and head line; re-run the dev record; then a delta review of that head. Should-fix: none remaining — S1 and S2 of 6635163785 are resolved on this head; S3 is a card-side note for the next claim.

Check-runs at record time: 44 check-runs on fd6a1f8, 23 success, 21 skipped, 0 failure, 0 in progress on the final read; three reads went 22 → 22 → 23 success and 1 → 1 → 0 in progress as the edited-triggered PR-body guards run completed success (both its rows are success). Combined status pending (0 statuses). mergeable_state dirty, mergeable false (conflict with origin/main in rest-channel.md, ①.6), draft, auto_merge null, labels documentation, size/xs, skip-changeset; Tier S (.claude/**), landing by the owning seat through the queue only after M1 and a PASS on the resolved head.

Delta review against the FAIL at head fd6a1f8 (comment 6638478939). The delta is M1: a hand merge of main resolving L50 after PR #30135, plus the PR body. The seat review runs at CONTRACT_REVIEW_TIER in an isolated subagent.

The dev gate record pr-29402/gates-6492c26c.txt was read as input (17 lines, all :: exit 0). The worktree was removed after the runs (git worktree list shows the main checkout alone) and the main checkout was not touched beyond fetching the head's and origin/main's objects.

Delta review of 6638478939 on fd6a1f8

Reviewer: the same isolated contract reviewer at CONTRACT_REVIEW_TIER, read-only on GitHub (REST reads only; nothing written, pushed or commented). The full review on 55a5285 (6635163785, PASS) and the delta review on fd6a1f8 (6638478939, FAIL on M1: the head conflicted with origin/main on L50 after #30135) stand as read; this record judges only the delta fd6a1f8..6492c26c — the merge and its one resolved line — the PR body and title as they now read, and the head's check-run state. No environment variable value is printed anywhere in this record. Nothing in this record names an advisory, a test marker or a model.

① Derived judgments

  1. Delta surface. One new commit, 6492c26, a two-parent merge (first parent fd6a1f8, the reviewed head; second parent 232d3bb, origin/main at the time), author Claude, PR author objectstack-fleet[bot], head repo = base repo, draft, base main; subject "Merge origin/main into claude/project-thread-kdvgq3-r2", body three lines saying what the resolution kept, then the trailer pair Co-Authored-By: Claude <noreply@anthropic.com> + Claude-Session:; no card relation, no model identifier. No rebase, no amend: 55a5285 and fd6a1f8 are present with their original shas and parents (REST commits listing: 55a5285 ← 28ce3d1, fd6a1f8 ← 55a5285, 6492c26 ← fd6a1f8 + 232d3bb). git diff --numstat 232d3bb5 HEAD and the PR's three-dot diff both read one file, .claude/skills/pm-dispatch/references/rest-channel.md, +2 / −2; REST changed_files 1, +2 / −2, commits 3. Against the first parent the only change in this file is L50; against main's fourteen commits the merge takes everything as main has it (the head file with L50–L51 removed is byte-identical to origin/main's with the same two lines removed). Correct, and on surface.
  2. M1 of 6638478939, the conflict. git merge-tree --write-tree origin/main 6492c26c exits 0 (clean) against origin/main at fc869c2, one commit past the merge parent and touching none of the files here; the PR reads mergeable true, mergeable_state blocked (draft, checks pending — no longer dirty), rebaseable not needed. The resolution is a hand merge, not pr_update_branch (which needs a clean merge and there was none), as the record asked. Resolved.
  3. L50, the resolved line, against main. L50 now reads "- 公告经中继 advisory_create 等操作与 advisory_read,发布亦经中继;规则住 security-findings.md。" — the 119-byte shape 6638478939's M1 offered, character for character. Fact by fact on origin/main: ops.mjs defines six advisory_* ops (advisory_report, advisory_create, advisory_collaborators_add, advisory_versions, advisory_state, advisory_read), so "等操作" (uncounted) is right where "四操作" was wrong, and advisory_read is one of them; "发布亦经中继" is main's own L50 wording from feat(pm): the fleet-write relay publishes an approved security advisory — reopen, set the versions, publish #30135 and matches security-findings.md L24 ("经中继先定版本再发布") and lanes/security.md L36 ("本席经中继发布"); "规则住 security-findings.md" points at the file whose §3 holds every advisory rule (L3 of that file says no other text restates them). What the line drops relative to main's L50 is the 首选 mark on advisory_create, which security-findings.md L20 carries ("首选中继 advisory_create 建草稿公告"), so nothing is taught only here; what it drops relative to main's L51 (the key, the ciphertext, --reveal) lives at security-findings.md L21 and lanes/security.md L19, unchanged. The lane's test (lanes/skills.md L20: a cut whose content has no other home loses a rule) is met on main's tree, which is the tree that matters now. Resolved.
  4. L51, unchanged. Byte-identical to fd6a1f8's L51 (the S1 wording from 6635163785, 115 bytes); its two causes are still security-findings.md L22 on main, its ⛔ 不换账号 still L25's ⛔ 不换账号重发. Nothing in feat(pm): the fleet-write relay publishes an approved security advisory — reopen, set the versions, publish #30135 touched the rule. Correct.
  5. Widths, lines and ratchets. 82 lines (ceiling 82, headroom 0; check-skill-line-ratchet exit 0 on the head, which includes main's current ceiling rows — main's file is also 82 lines, and two lines replaced two). L50 119 bytes, L51 115 bytes; the file's widest lines are 120 bytes (L47, L64, L74, all untouched) against MAX_LINE_BYTES = 120 read as <=; no line over. Bytes 7772 on the head. check-skill-id-lint clean (110 files; L50–L51 cite no issue number). Correct.
  6. Commit trailers. check-commit-card-trailers.mjs --range origin/main..HEAD: exit 0, "3 commit message(s) … carry no card relation and no model identifier in the trailer pair"; --range 232d3bb5..HEAD the same three. The merge commit carries the same trailer pair as the two branch commits. A grep of the three messages for claude-…, the family words and "model" matches only the three Claude-Session: URLs. Correct.
  7. PR title and body against the head and against main. Title unchanged from fd6a1f8 ("…did not reproduce, with the seat retry rule"). The live body is the dev's body.md line for line (the only differences are the attribution header the relay prepends and a trailing blank); against the body as it read on fd6a1f8, exactly six lines changed: the 速读 first bullet ("L50 保留 main 的措辞并加 advisory_read"), the L50 bullet (now "keeps main's wording from feat(pm): the fleet-write relay publishes an approved security advisory — reopen, set the versions, publish #30135 (等操作, 发布亦经中继), now also names advisory_read, and keeps the pointer"; the key detail "already lives in security-findings.md L21 and lanes/security.md L19"; the "发布归维护者 … L24" sentence gone), the L51 bullet ("the two causes security-findings.md L22 already names"), the "not edited" line ("does not make L22 wrong"), the ratchet line ("L50 119 bytes, L51 115 bytes") and the head line ("Head 6492c26c: two commits plus a hand merge of origin/main (no rebase, no amend). The merge resolves the L50-51 conflict with feat(pm): the fleet-write relay publishes an approved security advisory — reopen, set the versions, publish #30135, which had rewritten L50; L51 is unchanged.") plus the gates summary's head name. Each line reference resolves on origin/main: L21 is the advisory_read line (one-time key in the seat process, ciphertext back), L22 the two-causes line, lanes/security.md L19 the --reveal-only rule; 119 / 115 reproduce (①.5); the head description reproduces (①.1). Fixes #29402 first content line, Supersedes #30130, Clause-②: no, Metadata-protocol: none unchanged. A grep of title and body for claude-…, the family words and "model" finds only the harness's <!-- claude-projects-attribution: … --> marker, "model-tier mandate" and the "Claude Code" footer: no model named. One reading note, not a finding: "保留 main 的措辞" is loose by one mark — the 首选 tag is dropped (①.3) — while the English bullet names exactly the two tokens kept. Correct.
  8. Gates. The dev record for this head lists the same 17 commands as the two earlier records, all :: exit 0, after pnpm install --frozen-lockfile; of them this review re-ran check:pm-skill-ratchet and check:pm-skill-id-lint (exit 0) plus the trailer check and check-governed-merges (exit 3 GOVERNED by design, Tier S, +2 / −2). The rest are read from CI on the head (①.9). Nothing I could measure contradicts the record.
  9. Check-run state. A first REST read shortly after the push and the body edit, then a poll of nine further reads to completion, then a fresh read: 42 → 43 → 44 runs; success 14 → 23, skipped 21 throughout, failure 0 throughout, in progress 7 → 0 (the seven were the Lint and Type Check lanes, the last to finish Lint · CI, release & engine gates, after which the Lint & Repo Gates umbrella appeared success). PR-body guards has two rows, both success — the synchronize run for the push and the edited run for the body patch — so the duplicate-claim step that was red on 55a5285 is green on both events. Success on the final read: Lint & Repo Gates, TypeScript Type Check (the two required floors), Lint · repo & tooling gates, Lint · CI, release & engine gates, Lint · PM dispatch-gates, Lint · docs & code guards, Lint · ESLint, the three Lint · scoped jobs, Type Check · workspace / source gates / debt ledger / consumer gates, Governed Surface Queue Guard, Dogfood Regression Gate, Test Core, Test UI, Check PR Size, Auto Label, filter, PR-body guards ×2. Skipped (a .claude/**-only net diff): the Build, UI, E2E, Dogfood shard, Temporal, Schedule-gate, opt-in harness and smoke rows, the path-filtered twins of Auto Label / Check Changeset / Check PR Size, and the matrix-templated placeholder rows — the same set as on fd6a1f8. Combined status pending (statuses API, 0 statuses). mergeable_state clean on the final read (blocked while checks ran; never dirty on this head). All green on the head. Correct.
  10. Review state on this head. The PR thread carries the seat's Contract-review-claim: for 6492c26 (6638712504) and no record on this head; the two earlier records (6635163785, 6638478939) are on earlier heads; reviews: 0; draft, auto_merge null, no assignee or requested reviewer, labels documentation, size/xs, skip-changeset. Tier S (.claude/**): landing stays with the owning seat through the queue once every check on this head is green.

② Semver level

Unchanged: none, and none is declared. The net diff is two lines of agent instruction text under .claude/**, which no released package ships; skip-changeset, Clause-②: no and Metadata-protocol: none stand; Check Changeset is skipped by path filter on this head with the filter row success; no packages/** path in the net diff (the merge brings main's own, already-released changes and adds none), no changeset file.

③ Boundary flags

  • M1 of 6638478939: resolved — the branch carries a true merge of origin/main, merge-tree is clean against the current main, mergeable_state is no longer dirty, and L50 carries main's facts with advisory_read named and the pointer kept (①.2, ①.3); the body drops the L24 / 发布归维护者 claim and re-points its line references, which all resolve on main (①.7); the dev record was re-run on this head (①.8).
  • S1 and S2 of 6635163785 stay resolved (L51 unchanged, ①.4; PR-body guards success on this head, ①.9). S3 of 6635163785 remains a card-side habit for the next claim; the new claim on this PR (6638712504) is written at the tier level.
  • Dev open_questions: none in the body. The body's account of the merge and the resolution is accurate; "保留 main 的措辞" is loose by the dropped 首选 mark (①.7), not worth a round-trip.
  • A merge commit on a PR branch: the repository allows squash merges only (REST: allow_squash_merge true, allow_merge_commit and allow_rebase_merge false), so the merge commit does not reach main's history; rest-channel.md L48 asks for a true merge commit when origin/main is brought into a head and landing-operations.md L38 forbids rebase and force-push, and a rebase would in any case have rewritten the two pushed commits the earlier records cite by sha. check-commit-card-trailers accepts the merge commit (①.6). The right shape.
  • Independence: PR author objectstack-fleet[bot], commit author Claude on all three commits, dev session session_01J8VVAnSGyRU8EkF8acg337 distinct from the seat session that commissioned this review; no off-relay author note is owed; no review seat is seated; no reviews on the PR.
  • Tier S: this record is the review of record for the head; landing is the owning seat's, through the queue; every check on this head is green and mergeable_state is clean, so no landing precondition is outstanding beyond pr_ready and the enqueue themselves.

④ Design judgment

Per hits file, for the delta only:

  • .claude/skills/pm-dispatch/references/rest-channel.md L50: the resolution keeps the fold's purpose — one write-side line for the advisory ops with the read op named and the pointer to the one rule file — and adopts main's two new facts (the ops are not counted; publishing goes through the relay), paying for them with the one mark (首选) that the rule file already carries at the top of its §3. A seat that looks up whether an advisory act has a relay path now gets the right answer for every op, including the publish path feat(pm): the fleet-write relay publishes an approved security advisory — reopen, set the versions, publish #30135 added, and is sent to the file that holds the rules. 119 bytes under a 120 cap and 82 of 82 lines: no slack, and none was needed. Holds.

Must-fix: none. Should-fix: none remaining — M1 of 6638478939 is resolved on this head; S1 and S2 of 6635163785 stay resolved; S3 is a card-side note for the next claim.

Check-runs at record time: 44 check-runs on 6492c26, 23 success, 21 skipped, 0 failure, 0 in progress on the final read; the reads went 42 → 43 → 44 runs and 14 → 23 success as the seven Lint and Type Check lanes completed and the Lint & Repo Gates umbrella appeared success; both PR-body guards rows success. Combined status pending (0 statuses). mergeable true, mergeable_state clean (merge-tree clean against origin/main at fc869c2, ①.2), draft, auto_merge null, labels documentation, size/xs, skip-changeset; Tier S (.claude/**), landing by the owning seat through the queue; this record is the PASS the landing pre-check reads, and every check it reads is green.
