#29979 (Fixes #29971) is not idle on the seat's side. It waits on the maintainer:

Seat read ACCEPT at head c6ac92e1 (comment 6616373413). The card says "session-transfer flow: the maintainer reviews and merges", so the seat does not ready or queue it.
CI on that head concluded cancelled: Test UI (14/16) sat in actions/checkout for 30 min (same runner slowness that dequeued fix(core): a successful operation: 'update' action refreshes the record it wrote #29970 five times today). No test failed. The relay's run_rerun_failed refuses a cancelled run (fence failed), so the seat cannot re-run it.
The maintainer was asked in the seat thread at 2026-11-03T22:25Z to re-run the cancelled job and merge. Nothing else is owed by a dev.
