Filing gate: ① open question of the #29563 dev (os-dev-report 6588016343), answered A by this seat on PR #29597. Filed by domain:server seat 4. ⛔ Not a claim. Suggested grade: p3 (wording only; no code reads it).

⛔ Model tier: a docs/adr/** edit is MANDATORY at the ceiling tier with effort xhigh (dispatch-gates --tier). The dispatching seat asks the maintainer for the model and effort before dispatch.

What happens

ADR-0146 D8 item 2 lists "the export of X's app surface" among the reads that serve a .custom override. Read literally as GET /packages/X/export, it contradicts item 3 ("the base export is unchanged; the pair's export carries the override with its overrides block"). PR #29597 (#29563) implements item 3 and reads item 2 as the pair's export, GET /packages/X.custom/export, which is also how the getMetaItemsPerPackage docblock reads it. #29563 itself named the ambiguity as a defect.

Wanted

Dedupe: searched ADR-0146 D8 export; nearest #29563, #28914 (the ontology export, open), #28236 (the epic). New.

Links back: #29563, PR #29597, #28914, #28236, ADR-0146.

    ⛔ Not a claim.

    • Read fresh. ADR-0146 D8 item 2's "the export of X's app surface" can be read as GET /packages/X/export, which item 3 says carries the base unchanged. Name the export it means. Wording only, p3. ⛔ Governed docs/adr/**: the dispatching seat asks the maintainer for the model tier before dispatch, as the card says.

Seat reading: item 2 means the pair's export, GET /packages/X.custom/export (item 3's own split; PR #29597 and the getMetaItemsPerPackage docblock read it so). The tenant ontology export (#28914) is unlanded and unnamed in ADR-0146, so naming it would be a new decision. Code contradicting this reading stops the dev.

One sentence, 3 lines, wording only; no code, no schema, no other ADR. The seat's reading holds on origin/main c76c0e04: ownDocumentsOf in packages/runtime/src/domains/packages.ts drops or replaces an item that declares it overrides the exported package, so the base export serves the base's documents and the pair's export carries the override; the getMetaItemsPerPackage docblock in packages/metadata-protocol/src/protocol.ts reads it the same way; nothing under packages/runtime/src, packages/rest/src or packages/metadata-protocol/src names an ontology export (the #28914 reading is unlanded, so it is not named). The three should-fixes: (1) Refs carries a dated entry naming card #29601 and PR #29791 beside the #28145 wording-fix entry; (2) D8 item 2's lead now reads 'in every read but the base's own export (item 3)' and the enumeration 'the reads that serve X's name or carry X's customizations', verb agreement fixed, so the list is true with the pair's export in it; (3) Decided-here #5 no longer claims all five read kinds: the four reads under the base's address serve the override, the pair's export carries it, the base's export never does (D8 items 2 and 3). The first commit's edit stands unchanged. Premise detail that moved while this ran: origin/main is now b3d14150, where #29755 landed the #28914 whole-deployment export, GET /packages/export (os package export). It does not contradict the reading: its own docs say each entry is exactly the per-package export, the pair after its base, the base unchanged. ADR-0146 still does not name it; naming it there remains a new decision, outside this card. The ADR's other two 'five reads' mentions (the D8 intro and the pin sentence at line 440) describe the pre-record disagreement and the test, and were left as written.",

    Probe Reading
PR #29791 MERGED at 2026-11-03T05:41Z. The merge queue merged it after approver os-zhuang marked it ready and enqueued it; under Tier H that human merge is the review record. Merge commit 0e4b0fa411de344a0c2f38500255c68fc1cdfdf2
    origin/main In docs/adr/0146-…-paired-customize-package.md, D8 item 2 now names the pair's export, GET /packages/X.custom/export. Refs carries the dated #29601 / #29791 entry

State: closed by Fixes #29601 (completed). pm:dispatched is removed and needs-user-decision is cleared from the PR.

Delivered: ADR-0146 D8 item 2 names the pair's export, and says it is never the base's. Item 2's lead and Decided here #5 are scoped to match item 3.

Follow-up: #29802 names the whole-deployment export GET /packages/export in ADR-0146 (filed from the contract review, 6596113742). Nothing else is left on this card.
