Made the following changes:

• Updated the base image for the development environment to rofrano/nyu-devops-base:fa26 (removing quay.io)
• Upgraded all of the Python package dependencies in the Pipfile to latest versions
• Changed from using pytest-pspec to pytest-spec for colorizing test output like rspec

Note: for some reason, quay.io isn't serving up public images without credentials, so I need to stop using it and went back to using DockerHub
