Enable offline tests

• Make Hyperforge’s local NucliaDB test fixture fully self-contained:

  • Keep NucliaDB dummy prediction enabled for both cassette recording and replay.
  • Remove remote NUA key validation from dataset bootstrap.
  • Remove remote Predict configuration deletion during fixture setup.

• Make shared test server setup replay-safe:

  • Use a parseable cassette NUA JWT fallback instead of raw DUMMY.
  • Keep real NUA_KEY support unchanged for recording.

• Standardize the migrated regional endpoint:

  • Replace stale europe-1.nuclia.cloud references with europe-1.dp.progress.cloud.
  • Update cassette JWT issuers, driver URLs, and recorded cassette request URLs.

• Improve REMI cassette stability:

  • Preserve exact body matching for non-chat requests, retaining deterministic replay for concurrent NucliaDB retrieval calls.
  • Match NUA chat requests by stable fields (question, user_id, generative_model) instead of volatile generated context embedded in prompts.
  • Normalize re-recorded REMI cassettes to the canonical endpoint.

• Validate offline cassette replay:

  • Core Hyperforge suite: 181 passed with --record-mode=none.
  • All agent suites except agents/nucliadb pass independently in --record-mode=none.
  • agents/nucliadb remains intentionally live-host dependent because its tests explicitly exclude Progress-host traffic from VCR.
