[Build]: Enable warnings-as-errors

[nircoe]

logcoe's targets built with no compiler warning flags.
They now build with -Werror -Wall -Wextra -Wpedantic on GCC/Clang and /W4 /WX on MSVC.

• Add enable_strict_warnings to cmake/utils.cmake and apply it to logcoe, logcoe_tests, and logcoe_strip_tests
• Drop unused parameter names from the NDEBUG stub definitions in src/logcoe.cpp
• Remove unused this captures from thread-test lambdas
