">= 3.15.a, < 3.15"（プレリリースだけ除外）→">= 3.15.a"（正式版も除外）。Docker の公式イメージに 3.15.0 が出ると更新 PR が来るが、依存の多くに 3.15 用の wheel がまだ無い。上げるときは.python-versionと一緒に。このリポジトリのロックで 3.15 用の wheel が無いもの（Linux x86_64）
