The consistency checks are currently a part of the v0_2.Configuration class. That's not terrible, but they're getting rather large, and it may be better to have a separate module like we have for the resolver. That would change the API, but it's not widely used especially at the moment, so if we're quick then we can probably do it without inconveniencing too many people.
