Default setup guidance, rate help and billing plugin examples use $400 per agent-hour. The default example has no agent-count cap; explicitly capped contract examples show the corresponding $1,600 hourly ceiling. Releases moshcode 0.98.3. Existing customer rates and invoices stay intact.
Validation: all 26 rate and billing tests pass; public command examples quote dollar-denominated shell arguments.
