ENH: Enable `temporal_tracking_quality` for other classes #543

same thing as #542 but now for the temporal_tracking_quality function.
Here locations, trips and tours are missing the method.
TrackintelBase could implement this method, with Positionfixes overriding it and throwing and NotImplementedError?
