Reviewed the native TPC-DS generator implementation, legacy DuckDB fallback, binary provenance/checksums, platform wheel packaging, and CI changes. Verified 107 unit tests, changed-file Ruff/format checks, real source-tree generation, a clean-wheel install/native generation smoke test, and manylinux_2_17 compatibility. No blocking findings.

Adds an early build of
tpcgen-clias the default generator for TPCDS.Rust binaries are compiled and temporarily pinned in the repo. These will be swapped for a direct dependency on the tpcgen-cli project once it's published in PyPi.
