chore(ci): skip the image and web jobs on documentation-only pull requests - #783
Conversation
…r code Adds .github/scripts/changed-paths.mjs and its node --test suite, following the vuln-gate and lockfix precedent in the same directory. The predicate is inverted on purpose: it answers whether EVERY changed path is documentation, never which jobs a change needs. A positive trigger list is a hand-maintained record of what someone thought of, which is the shape AGENTS.md's guard rules say to replace with walk-everything-exclude-deliberately. An unclassified path is therefore code. Every failure direction answers false, meaning run everything: an empty list, a non-array, a path git could not hand over verbatim, an unreadable stdin. Each of the 13 tests was watched going red under a mutation of the source before it was claimed to catch anything.
…uests Adds a changes gate job and puts needs plus an if condition on web and image. The gate is pull_request-only. publish declares needs on build-and-test, web and image, and a job whose needs dependency was skipped is skipped too, so a push to main that skipped image would leave that commit with no sha- image and a release drafted there could never be promoted. The classify step short-circuits to docs_only=false on every other event without consulting git. build-and-test is never gated: the tracked-file pin sweeps, the tenancy-docs sweep, GitGuardian and schema-docs --check are all load-bearing on a markdown-only change. The condition is != 'true' rather than == 'false' so a failed gate job, whose outputs are empty strings, runs both jobs; !cancelled() is what lets the condition be evaluated at all when a needs job failed. Purely additive: 91 insertions, 0 deletions. publish, build-and-test, dependency-review and every security gate are byte-identical.
Adds docs/decisions/782-ci-job-gating.md, its index row, and one AGENTS.md bullet under CI security gates. The record states the publish hazard, the fail-closed direction, the pull_request-only scope, and exactly which two security gates stop running on a documentation-only pull request and why that is an accepted cost rather than no cost.
…he gate 1. specs/ is no longer documentation. web/src/routes/helpGlossary.test.ts reads ../specs/product/GLOSSARY.md and runs in the web job, so a specs-only pull request would have skipped the guard written for specs-only pull requests. Carving out that one file was rejected: nothing would notice a second web test reading a second specs path. 2. git diff now passes --no-renames. diff.renames defaults to true and --name-only then prints a rename's destination only, so git mv src/Cluckwork.Domain/Common/Result.cs docs/Result.cs arrived as one documentation path and answered docs_only=true while a source file had been deleted. Measured on this repository. Two guards hold the flag: an end-to-end test that performs that git mv, and a test that reads ci.yml. 3. changes carries continue-on-error, and the self-test moved to its own dependent-free job. Making web and image need changes put a new job into publish's ancestry, and a failure applies to all jobs in the dependency chain from the point of failure onwards, so a failed changes would have skipped publish on main by a second route. The classify step also no longer exits nonzero on a git or node failure; it writes docs_only=false instead. All 16 tests were re-watched going red under 13 mutations.

CodeQL flagged js/insecure-temporary-file (high) on the openSync(tmpdir()) that gives the EISDIR test its unreadable stdin. Nothing was created either way, so the alert overstates it, but any directory fd serves and a standing high alert on a test erodes the signal from the ones that matter. Mutation-checked after the change: making the CLI's catch fail open still turns the test red, so it is not vacuous.

…f-test The latency paragraph put the classifier's self-test inside the changes job. It is not there: it runs in classifier-self-test, which nothing depends on, precisely so a continue-on-error gate cannot swallow a failing guard. The same document says so correctly two paragraphs later, so it disagreed with itself about the one mechanism the record exists to explain.
Skips
Image build + Trivy scanandWeb typecheck, test, and buildon pull requests that change nothing but documentation.Build and testis untouched, because four of its guards are load-bearing on a markdown-only change.Closes #782
The question is inverted, on purpose
The gate does not ask "which jobs does this change need". That is a hand-maintained list of what someone thought of, which is the shape
AGENTS.md's guard rules tell you to avoid. It asks "does this pull request contain literally nothing but documentation", so a path nobody has classified is code by default and the full suite runs. That also resolves the issue's decision 3, which warned that deriving one shared trigger condition for both jobs would be the easy mistake. It would be, for a positive trigger set. For this predicate a single shared condition is correct by construction, because "contains nothing but documentation" is safe for both jobs at once.
Fail-closed in one direction only
A wrong
falsecosts four minutes of runner time. A wrongtrueskips the image build and the Trivy scan on a change that needed them. So every failure path answersfalse:docs_only=falseon any event that is notpull_request, without consulting git.set -e, and a git failure, a node failure or an unreadable stdin all land ondocs_only=falsewith the step still green.needs.changes.outputs.docs_only != 'true', not== 'false'. If the gate produces no output at all, the jobs run.!cancelled()is what lets that condition be evaluated when the gate job itself failed.publishcannot be starved of an imagepublishdeclaresneeds: [build-and-test, web, image], and per #351 a merge that produces no image leaves a release draft that can never be promoted. Two separate protections, because the first one alone was not enough:The gate never fires outside
pull_request, so a push tomainrunswebandimageexactly as before. Andchangescarriescontinue-on-error: true, becausepublish'sif:uses no status function and therefore carries an implicitsuccess()over its whole ancestor chain — so achangesjob that failed for any reason would have skippedpublishonmaineven thoughwebandimageran and passed. That hole was introduced by addingneeds: [changes]and is closed by making the gate unable to fail. The classifier's self-tests therefore run in their own
classifier-self-testjob with no dependents, since acontinue-on-errorjob cannot fail a run and a guard that cannot fail a run is not a guard.ci.yml's diff is 134 added lines and zero removed.publish'sneedsandif:are byte-identical.Three corrections found before this was pushed
The diff went to an adversarial reviewer first, per the "Writing a guard" rule. It broke the first design in three places, each verified against the repository rather than accepted on argument.
specs/**is not documentation here.web/src/routes/helpGlossary.test.ts:23reads../specs/product/GLOSSARY.mdfrom disk and fails when a spec term is renamed out from under the in-app glossary (#657). That test runs in thewebjob, one of the two this gate skips, so a specs-only pull request would have skipped the guard written for specs-only pull requests. Carving out that single file would work today and fail silently the first time a second web test reads a second specs path, so the whole tree is code.--name-onlyhides a rename's source.diff.renamesdefaults to true, sogit mv src/Cluckwork.Domain/Common/Result.cs docs/Result.csarrives as the single pathdocs/Result.csand classified as documentation while a source file was deleted. Measured on this repository, not reasoned about.--no-renamesis now in the workflow, an end-to-end test performs that exactgit mv, and a second test readsci.ymland asserts the flag is on the classifyinggit diff, because the module and the workflow each held a copy of that contract. The gate reopened the publish hazard, covered above.
Verification
16
node:testcases, and 13 mutations applied by script, run, and restored with a byte-identical diff check. Every mutation went red and every test went red under at least one. They includeeverytosome(the "are any docs changed" bug the issue names), dropping the empty-list check, dropping the trailing slash sodocsomething/x.csmatchesdocs/, letting any*.mdcount as root documentation, and removing--no-renamesfromci.yml. One earlier mutation survived, and the code was fixed rather than the claim: the unreadable-stdin catch was unreachable through an async iterator, so the CLI now reads fd 0 withreadFileSync.Against real history: PR #768 answers
true, PR #779 answersfalse(it is the mixed case, carryingAGENTS.mdand twodocs/files beside lock files and tooling), and release PR #542 answersfalsebecauseversion.txtis not root markdown. Six of the seven documentation-only PRs the issue measured answertrue; the seventh is #718, tengraphify-out/files, excluded deliberately. The push path was demonstrated rather than argued: the classify step's
run:block was extracted from the parsed YAML and executed with the event name forced, andpushandworkflow_dispatchboth writedocs_only=falseand exit 0 without touching git.One question the issue asked that could not be answered
It named "establish which status checks are required" as the blocking first step. It could not be read: this repository has no rulesets and classic branch protection returns 403 for a personal access token. It turns out not to matter, and the decision record says why. A job skipped by
if:reports as skipped, which satisfies a required check, whereas a workflow skipped byon.pull_request.pathsleaves its check inExpectedforever and blocks the merge. The mechanism chosen here is safe either way, so the unknown is dissolved rather than deferred.Summary by CodeRabbit
