tarf.co.uk switch-over: keep Reference, and redirect the old pages - #7

- The deploy to web-content keeps Reference/, which has not moved here, so tarf.co.uk keeps serving it. The pattern for the misnamed ' htaccess' file goes: web-content#3 renamed it. - site/mkdocs.tarf.yml redirects all 1,277 old tarf.co.uk pages that the switch-over replaces: the 1,094 glossary pages (from content/glossary/redirects.tsv) to their term, and the old 101s, Architecture Handbook, Tech Radar and Templates pages to the page that replaced each one.
