Add license and homepage to packages and ship LICENSE in archives - #81

Set the nfpm section to utils (custom is not a Debian section), and add the MIT license and the homepage to the deb and rpm metadata. Include LICENSE and README.md in every archive. The snap changes from the issue are not part of this commit: replacing the unity7 plug, moving off core22 and removing the HOME override change how the snap opens the browser, and cannot be checked without a snapcraft build.
