release: prepare v0.1.11, the first crates.io release (P3-39) - #182

Version bump (workspace, path deps, herdr manifest, README Status, lockfile); release.yml marks only suffixed tags as prereleases; releasing guide describes the new rule and adds the crates.io publish step; link-check fails on "prerelease"/"pre-release" in current-facing docs. Draft until the Phase 2 verdict, the Phase 3 exit decision and the second drift check are recorded. Roadmap and dogfood-log rows are added on publish day.
