Bump workspace and path dependency versions and refresh Cargo.lock without dependency upgrades. Record the preparation in the dogfood log and P3-08. Includes P2-60, the herdr launcher (P3-09) and page publishing (P3-10). Publication stays pending green CI on the release merge commit; the Phase 2 adoption clock does not restart.
