**2026-11-08 measured closure of the 1 MiB budget rows.** The formal
matched-1m re-measure ran at head `a9485073f` (containing the merged #4931
read-proof reuse; #5251 also merged), with the capacity measurement entrypoint
repaired by #8256 (merged 2026-11-08) after quota context-capture navigation
had silently broken the cold-CLI arm. Both previously failed rows now pass:
receipt p95 26.44/27.65 ms and scan-100 p95 60.85/69.62 ms at 10k/100k against
the 50/250 ms budgets, no depth degradation, ledger 13 passed / 0 failed /
11 missing (evidence on #4224). This closes those budget rows, not D2: the
soak failed at 9d22.85h (reported on #4224) and the recovery, consumer-lag
and OS/runtime matrices remain missing.

**Current implementation sequence.** L1–L9 above are domain ownership, not
a remaining PR count. The old seven-row plan is replaced by the
[reconciled inventory](ledger/shared-goal-authority-state-provider-v0/2026-09-24-default-cutover-reconciliation.md): integrate open caller work,

**当前开发节奏。** 上述 L1–L9 是领域分工，不是剩余 PR 数。原七行 PR 计划
已被[逐项核对表](ledger/shared-goal-authority-state-provider-v0/2026-09-24-default-cutover-reconciliation.zh-CN.md)取代：已合入的分页与恢复不再列为新 PR，
