GitHub now shows cocolord’s repository role as Maintain. The lead maintainer granted it to help move the small-kernel refactors through review and merge. This PR updates the access table, links the existing PR merge exception, and records the review and validation rules that apply to core changes. The ongoing work includes #8185 and #8233. Target branch is main.
