Mark LN-PKG-161 through LN-PKG-163 Implemented using Notes CI 38465829736: all 12 jobs executed successfully, complete Web acceptance passed 10/10, all 243 interaction/accessibility scenarios passed, and both native platforms passed cold packaged smoke. Record the authorized Controller and Plugins source merges and retain the explicit production signing and publication gates. Validation: Markdown formatting and complete specification checks pass, including 38 specification regression tests and ownership/metadata audits.

Record the approved production signing workflow, its generated-only metadata PR, 13 verified signatures and full Registry source qualification before the main merge. Keep npm publication, registry release dispatch and Cloudflare cutover as separately approved gates. Document the environment reviewer rule configuration and the trace-proven Chromium network interruption in the Notes documentation follow-up, which requires fresh complete CI before merge. Validation: signing and Registry source CI pass with 77 script tests and 17 browser cases; the exact local signature check verifies 13 signatures. Markdown formatting, full specification checks and 38 specification tests pass.

Record complete static registry source qualification and approved production metadata signing. Mark LN-PKG-161, LN-PKG-162 and LN-PKG-163 Implemented using Notes CI 38465829736: all 12 jobs executed successfully, all 243 interaction/accessibility scenarios passed, complete Web acceptance passed 10/10, and both native platforms passed cold packaged smoke. The merged Notes source also passes the complete post-merge validation graph.
Registry signing verifies 13 metadata signatures without changing payloads, artifact URLs or trust keys. Registry PRs 13 and 12 are merged after full CI, including 77 script tests and 17 browser cases. The plan records all source merges and retains npm publication, registry release dispatch and Cloudflare deployment as separately approved gates; deployment remains disabled. It also records that registry-production currently has no required-reviewer rule.
Validation: Markdown formatting and complete specification checks pass, including 38 specification regression tests and ownership/metadata audits. The first documentation CI run recorded Web 9/10 when Chromium reported ERR_NETWORK_CHANGED across 67 initial module downloads. Runtime code, assertions and deadlines remain unchanged; fresh complete CI must pass before this PR merges.
