Replace direct envs checkout/manifest writes in website delivery with a workflow_dispatch to envs/websites.yml. Send application, environment, digest and source identity; link and await the matching receiver run, failing on cancellation, errors or timeout.

Application-to-overlay mapping now belongs to envs. Legacy path inputs remain accepted but are ignored, so existing callers can adopt the release without a schema break. GITOPS_ENABLED remains the opt-in switch; the sender token now needs envs Actions read/write instead of Contents write.

Validation: actionlint and diff checks passed. Mocked execution verified the exact dispatch payload, source SHA/run-attempt correlation, and success/failure/cancellation handling. Live handoff remains disabled until the receiver and credentials are provisioned. Publish a release after merge, then update hello from v0.0.3 and remove its legacy path inputs.
